ROLE & FOCUS

Jessica Tillipman is the Associate Dean for Government Procurement Law Studies and Government Contracts Advisory Council Distinguished Professorial Lecturer in Government Contracts Law, Practice & Policy at The George Washington University Law School. Her work focuses on public procurement, corruption, and AI governance in the public sector, with particular emphasis on integrity, compliance, and emerging technology risks in government contracting.

TEACHING & SCHOLARSHIP

She teaches two of the law school's foundational government procurement courses: Formation of Government Contracts and Anti-Corruption & Compliance. She is co-editor of the Routledge Handbook of Public Procurement Corruption, and her scholarship and commentary address public procurement corruption, AI and emerging technologies, government ethics, white collar crime, and compliance.

LEADERSHIP & ADVISORY WORK

She serves in leadership and advisory roles across the government contracts and public integrity community, advising and providing training to governments, international organizations, oversight bodies, and companies on public procurement, anti-corruption, and AI procurement governance, and speaks frequently at domestic and international conferences.
